Our Approach
Design-Build and CM/GC delivery methods can accelerate schedules and encourage collaboration, but they also require careful oversight to maintain accountability. TCS supports owners by providing independent technical expertise that strengthens alternative delivery without undermining its collaborative intent.
We engage early to support procurement planning, constructability reviews, and risk assessments. This early involvement helps owners understand tradeoffs, identify potential challenges, and make informed decisions before construction begins.
As projects move forward, we continue to provide objective oversight and guidance, helping ensure delivery strategies remain aligned with contract requirements, performance goals, and owner expectations.

ALDOT West Alabama Highway
TCS provides GEC/quality support including development of the Owner Verification Testing & Inspection Plan (OVTIP) and review of the Design‑Builder’s Construction Quality Management Plan for compliance with contract documents.

TxDOT Oak Hill Parkway Design-Build
TCS staff serve as the Lab Manager and technicians for the Independent Quality Firm (IQF) materials testing program, conducting field and laboratory material testing, sampling, and analysis. TCS was responsible for planning and setting up the on-site laboratory and reports test results and performs trend analysis to ensure compliance with contract requirements.
